CITIZENS AGAINST PATERNITY FRAUD Carnell A Smith Pf.V - Director Decatur, Georgia 30037-2632 (404) 289-3321 Email: Director (at) PaternityFraud.com Web: www.paternityfraud.com "Fraud is a crime, crime does not Pay!" May 21, 2001 Senator Connie Stokes (D-043) P.O. Box 360350 Decatur, 30036-0350 Dear Honorable Senator Stokes: When men are routinely released from jail / prison that were innocent of rape or murder using DNA, why is justice denied for Georgia paternity fraud victims using DNA? The Georgia Appellate court says, "it is not the policy of this state to extort money from men who are not the fathers". This is great in theory but it is not applied in most Georgia courtrooms. According to Georgia Dept of Human Resources, approximately 82,000 men (past 3 years) admitted to paternity without any scientific evidence. The national media refers to men like me as "Duped Dads", but rarely is anything said about the root cause of paternity fraud (fraudulent mothers). I believe that more men would ask for a DNA test, if he knew there were other potential fathers. The mother is the only party that knows (100% certainty) of her, other intimate relations near the conception date before saying "you're the father" to the alleged father. In my opinion, this concealment begins Legal Fraud! As one of our elected State Officials, I look forward to your written reply to the following: 1. What is your official position on paternity fraud bill HB369? If against, please state why? 2. What is your official position on requiring mothers to make truthful and full disclosure of all potential fathers to the alleged father in all child support cases? This would limit or eliminate surprises later by DNA paternity tests. 3. What is your official position to getting HB369 to a vote in the August special session? 4. What is your official position to accountability of fraudulent mothers? Remember Fraud is a crime! My family has lost more than $105,000.00 and still counting! How much justice can paternity fraud victims afford? Georgia paternity fraud victims, their wives, fiance's or girlfriends with the same question "what can I do?" are contacting me with increasing frequency. The Georgia victims deserve an answer that our Senate is equally concerned about protecting us from predators and restore our constitutional rights.
Sincerely,
Carnell Smith Pf.V Director & Founder
