March 2001, I attended a few of the sessions at the Capitol just to see the operation of how a bill gets processed. I was amazed at the way some of the Representatives conducted themselves on trying to present a bill to be passed. I’m sure there is a lot of pressure to get things done and a lot of detail work on a specific bill.
HB369 really caught my attention which dealt with Paternity Fraud. Fraud in most situations is punishable by a large fine or imprisonment. Paternity Fraud “when the man is not the biological father of child(ren)” is not even considered, “what”???? I thought, this can’t be true. I went home and got on the computer, I looked in Georgia law, O.C.G.A 19-7-43 to 19-7-46 that explains paternity and proving who the father is through DNA paternity testing.
Now the courts don’t want to recognize “DNA as proof of paternity, so if a woman says “He is the father” so be it, and that’s final.
Now I’ve decided to pursue a mission and that is to find out more information on “Paternity Fraud”. The more I find out about this the more I see it escalating with other organizations to have this form of justice recognized and enforced. There will be a public meeting at the Legislative Office Building on April 25th 2001 from 5:00pm —6:3Opm.
